Looks like a tar filled delusion.
In his pics there are at least 1 pair of tar filled horns, and he's pictured 2 different 825 or 828 cabinets that are obviously 2 different tunings.
The pics contain enough information at the asking price to let you know the seller is either clueless or a dreamer.

You have a good eye. I had to zoom in on the pics to see the cabinet difference. Did Altec build factory cabinets both ways pictured?
